What works for me is conditioner then mousse.

Curly hair is drier than all other hair types, so its really really important to keep it conditioned. The more moisturized your hair is, the less frizzy it will look. When you shower, leave your conditioner (whatever it may be, the expensive conditioners usually work better) on for a few minutes and then rinse your hair with cold water. The colder the water you rinse with, the shinier your hair will be. Also, don’t shampoo every day. When you have curly hair, you just don’t need to. I only shampoo once a week, but I condition every day.

When you get out of the shower, don’t towel dry your hair. It messes with the natural curl pattern. If you must dry it, use a t shirt, the fibers on towels are just a no no. Comb your hair with your fingers or a wide toothed comb. Do not use a paddle brush, this also messes with your natural curl pattern and can create frizz. Now what I do after this is I put conditioner in my hair. I find it moisturizes my hair and holds my curl nicely. Then, I put tresemme curl definining mousse in my hair, and then shape the curls around my finger. And mousse will probably do. This leaves your hair shapely and shiny.

Don’t touch your hair until its dry, or it will get frizzy!

Well, I’m not sure this will be of much help since you aren’t in the US, but I really like this product I found at the drugstore here. It’s called Curls Up! and comes in a yellow bottle with purple letters. It comes out looking like a sticky gel (like Citre Shine if you have used that) but dries nicely.
