The inner foreskin will not expand as easily or quickly as shaft skin will, but the good news is you already have probably almost all of your inner foreskin remaining, meaning your restoration will probably yield better results than someone who was cut low and tight. You can still restore your foreskin. I am not cut quite as high as you describe, but I have purposely expanded the inner foreskin, and now have more than before I started restoration. It is possible. Concentrating on applying tension to just your inner foreskin is probably not the way to go though. Apply tension to all of the skin, as this will give you the quickest results and you don’t seem to be lacking inner foreskin. Once you have started you can always adjust you methods to work on specific areas of the the penis, but to start you should just work on expanding the skin in general.

If it’s near the base of your penis you have like ALL of your inner foreskin.
What you want to do when you restore is focus ONLY on the shaft skin You don’t want to restore anymore inner foreskin otherwise it’s not going to look right at all.
It seems like you might be fortunate to have so much inner foreskin left however it’s going to make restoration a little more difficult for you and you will need to really pay attention to what you are doing.

If you restore your scrotum and pelvic skin shouldn’t come up into your erection anymore. That happens because way too much skin was removed with the circumcision. (I’m 19 btw)

You most likely will have to use a mannual foreskin restoration method the first several months of the process to just make extra sure that you are only tugging and regrowing shaft skin. The reason you want to do this is because when you grow enough skin to form your foreskin you want ALL of your inner foreskin to be on the inside. If it’s not then it’s going to look very odd if you know what I mean.
